The Lorain County Growth Partnership (LCGP), developed by the Lorain County Board of Commissioners, works with Lorain County organizations and businesses to compete more effectively in a regional marketplace.  Whether you want to start a business, expand your current business or partner with other area businesses and organizations, the LCGP is your place to start.

Services for Employers

The Employment netWork is a comprehensive system that provides assistance with all of your employment, education and training needs. The netWork goes beyond helping you hire to ensure you are able to retain and develop a strong employment base that meets the demands of the ever changing workplace.

The Employment netWork will:

  • Help employers streamline the job applicant screening and hiring process.
  • Assist employers in retaining and training employees.
  • Provide employers with resources to maintain a competitive edge.

Expanding Your Workforce
The Employment netWork staff can post job orders, conduct mass recruitment of potential job candidates based on employer job descriptions, provide pre-employment skill testing and screening and schedule and host employer interviewing sessions. The Employment netWork partnership also provides consulting services including information on labor market trends and will work with a business to identify and meet all of their human resource needs.

Training Your Workforce
The partnership can link employers to a variety of education and training providers including the vast resources of Lorain County Community College and the Lorain County Joint Vocational School’s Adult Career Center. Access to experts with establishing registered apprenticeship training programs is also available.

Restructuring Your Workforce
Services are available to assist companies manage change in the workplace or to develop options to reduce or avoid layoffs.

Financing Your Workforce
The following resources may be available to assist companies finance employer recruitment, hiring and retention needs:

OJT (On-the Job Training)
Training by an employer that is provided under a contract to a paid participant while engaged in productive work in a job that:

  1. provides knowledge or skills essential to the full and adequate performance of the job
  2. provides reimbursement to the employer of a flat fee of $3,000 per OJT or 50% of the wage of the participant, whichever is lower, for the extraordinary costs of providing the training and additional supervision related to the training; and
  3. is limited in duration as appropriate to the occupation for which the participant is being trained, taking into account the content of the training, the prior work experience of the participant, and the service strategy of the participant, as appropriate.

Customized Training

Training:

  1. that is designed to meet the special requirements of an employer (including a group of employers);
  2. that is conducted with a commitment by the employer to employ, or in the case of incumbent workers, continue to employ, an individual on successful completion of the training; and
  3. for which the employer pays for not less than 50% of the cost of the training.

ITA (Individual Training Account)
Established on behalf of an individual to purchase training services from eligible providers (on State approved eligible training provider list) he/she selects in consultation with a case manager.

Third Frontier Internship Program
The program will reimburse up to 50% of a college students’ wages up to $3,000 for up to a 12 month period. The initiative focuses on businesses in the areas of advanced manufacturing, advanced materials, power and propulsion, instruments, controls and electronics, bioscience and information technology.
